Council member pitches $2M tax break for Dupont Circle hotel. And he won't say why.

D.C. Councilman Jack Evans has proposed a tax break worth up to $2 million for a 45-room hotel project located in the heart of Dupont Circle.

The Penelope, a small, three-story hotel that will be located above the Gryphon restaurant space at 1337 Connecticut Ave. NW, comes from Valor Development. Valor, a D.C.-based developer, has been working to add a new use and space to the building for several years, first with a residential project and now with a hotel.
